Clark Neily

Clark Neily is Senior Vice President for Legal Studies at the Cato Institute in Washington, D.C. His areas of interest include police and prosecutor accountability, coercive plea bargaining, civil forfeiture, and overcriminalization. Neily is a former senior attorney and constitutional litigator at the Institute for Justice, and a former adjunct professor at the University of Texas and George Mason Law Schools. He is the author of Terms of Engagement: How Our Courts Should Enforce the Constitution’s Promise of Limited Government (2013).
